GOOSE CREEK, S.C. — A Goose Creek man has been sentenced to federal prison for his role in a public corruption scheme tied to rezoning efforts in North Charleston, the United States Department of Justice announced.
Hason Tatorian “Tory” Fields, 52, was sentenced to one year and one day behind bars after pleading guilty to conspiracy and bribery-related charges, including honest services wire fraud.

Prosecutors said Fields paid bribes to then–North Charleston City Councilman Sandino Moses in an effort to secure support for the rezoning of the Baker Hospital site. At the time, the rezoning request was pending before city council.
According to evidence presented in the case, Fields made two payments to Moses as part of the scheme.
U.S. District Judge Richard M. Gergel handed down the sentence, which also includes three years of court-ordered supervision following Fields’ release. Under federal law, there is no parole.
Fields is the first of eight defendants to be sentenced in the broader corruption case, which centers on alleged misconduct involving public officials and development decisions in North Charleston.
Six additional defendants are still awaiting sentencing, while one remaining defendant, Rose Lorenzo, is scheduled for jury selection in July.
The case was investigated by the FBI’s Columbia Field Office and the South Carolina Law Enforcement Division. Assistant U.S. Attorneys Whit Sowards and Emily Limehouse prosecuted the case.
